may submit the following for favourable considerations:
The KWA have not been
considered anomalies of the existing Special Rules, experience, connected
qualifications, promotional avenues etc. in the proposed Technical Service
Rules.
The
suggestions of our Association with proposed promotion channel and ratio is
submitted herewith. Our suggestions are
aimed to rectify the anomalies which have crept into the KPHESS Special Rules.
So
I request your honour to kindly consider all the points contained in our
suggestions and to sanction our suggestions at the earliest.

KWA TECHNICAL SERVICE RULES 2019
(Proposal by the KWA Engineering Staff
Association)
Suggestions:-
1. Short
title and commencement
These
rules may be called the Kerala Water Authority Engineering Service Rules 2019.
3. Method of
Appointment and Qualifications
Qualifications
The qualifications in the
branch of engineering should be connected to the nature of duties of the
concerned categories.
3. Executive
Engineer
Note (1):- 10% of the total
sanctioned cadre strength of the Executive engineer shall be reserved for
filling up by promotion from Assistant Executive Engineer who
possess Diploma in Engineering qualifications instead of 5% proposed.
Qualifications
“Diploma
in Civil/Mechanical Engineering awarded by the Board of Technical Education,
Government of Kerala” is enough. “after
the completion of a three years full time course after SSLC or its equivalent”
is not required.
4. Asst.
Exe. Engineer
Note
(1):- Promotion from Degree and Diploma holders shall be in the ratio 6:4
of the total sanctioned cadre strength.
The restriction of 3 years service as
Asst. Engineer may be avoided for promotion and 3 years service in the feeder
categories may be entertained.

Direct recruitment, Inservice quota,
promotion from Sub Engineer( Diploma holders) and promotion from Sub
Engineer(Certificate holders) shall be in the ratio 4:1:4:1.

4 Degree by direct recruitment

Sub Engineer, Draftsman &
Overseers (In service quota)

4 Diploma holders from Sub Engineer by
promotion.

Common
seniority lists of Graduate, Diploma and Certificate holders shall be
maintained for promotion.
The Administrative, Ministerial
and Last Grade Service may not given an opportunity to in service quota to
Asst.Engineer.
Qualifications
“Diploma

is a Section Officer. Experienced
Diploma / Certificate holders should be more efficient than fresh degree holders.
20. Sub Engineer
The
ratio shall be as follows:
1. Direct recruitment
2. Promotion from
Overseer/Draughtsman
Note:
1. Appointments as per item 1 and 2 above shall be in the ratio 3:7
The
restriction of 3 years service as Draftsman may be
avoided for promotion and 3 years service in the feeder categories may be
entertained.
The in service quota to the post of Sub
Engineer should be limited from the categories of Draftsman &
Overseer. (The Administrative,
Ministerial and Last Grade Service may not given an opportunity to Sub
Engineer)
32. Draftsman/ Overseer
Merge this post to Overseer
40. Operator
NTC in
Mechanical/ Electrician trade is sufficient.
42. Meter Reader
NTC in Plumber
trade (non metric course) is sufficient.
7. Probation
If appointed by promotion may
not require the probation.

feeder categories. (The
Administrative, Ministerial and Last Grade Service may not given an
opportunity)
3. The percentage of direct recruitment shall
be reduced in the promotion posts.
4. Common
seniority lists of Graduate, Diploma and Certificate holders shall be
maintained for promotion.
5. Entertain
single designation.
