The Pay Revision
Commission has not been considered the promotional avenues, time bound higher
grade benefits and anomalies in the previous pay revisions in the case of
Overseer Gr. III, Draftsman Gr. II, Draftsman Gr. I and Assistant Engineer.
The post of Overseer Gr.
III was created instead of Work Superintendent Gr. II vide GO (P) No. 222/81/LA
& SWD dated 08.12.1981. From the past experience, it is clear that the 1st
batch of Overseer Gr. III was promoted to the post of Draftsman Gr. II,
Draftsman Gr. I and Assistant Engineer in the lower scales without any benefits
after stagnated for more than16 years in the initial post when lower posts
acquired higher scales by promotions and time bound higher grades. All of them
have acquired 4th time bound higher grade scale before 3rd promotion
in the lower scale.
The prescribed minimum qualifications
for the following posts are as follows:
Overseer Gr.III : SSLC & metric
trade certificate in Engineering
LD Clerk : SSLC (now revised but no
appointment have been done)
Plumber, Meter Reader : SSLC and non
metric trade
Fitter, Operator : SSLC and metric
trade (non metric trade converted as metric trade recently)
There are instances when a higher
ranked and qualified person in the post of Overseer Gr.III faces stagnation and
no benefits by promotions after stagnation whereas a person ranked lower than
him in the categories Plumber, Meter Reader, Fitter, Operator and LD Clerk obtains
higher benefits by grade scales and promotions.
If it is conducted the income survey
from the initial appointment of the above categories for the same period of services,
it can be revealed.
Assistant Executive Engineer
The scale
of pay proposed to Assistant Executive Engineer in the KWA (57800 – 120400) is
less than that of Government sanctioned (59300 – 120900). This anomaly is to be
rectified.
The demands of our
Association are as follows:-
1) Considering the stagnation and no
benefits by promotions and time bound higher grade scales sofar, Assistant
Engineer promoted from Overseer Gr. III (1st batch of Overseer Gr.
III) may be allowed Special Pay countable to pension since all of them have
acquired 4th time bound higher grade scale by service and nearing
superannuation.
2) Considering the promotional avenues and stagnation, 5th
time bound higher grade scale may be allowed to the Overseer Gr. III on
completion of 30 years of service in the pre revised scale.
3) To allow Government corresponding Scale to Assistant Executive Engineer and other similar categories.
4) The reduction of the residency period of time bound higher
grade scales should be effective on attain the residency period in the pre
revised scale.
5) Revised HRA and DCRG & Medical allowance to the pensioners
should be effective from 01.07.2019.
6) To allow 12% fitment benefits and weightage for services for
fixation.
7) Conduct income survey for comparative study
after the each pay revision for the categories that had appointed before 30/35
years as Overseer Gr.III, Plumber, Fitter, Meter Reader, LD Clerk, Operator and
promoted.
